More #1 than #2. General TOS stuff I'd like to have on OSUOSL.

I'm going to be researching getting this on OSUOSL. If we do it right,
we won't get OSUOSL's network blocked from using freenode. :)

This is up for discussion. I think integrating git into Redmine means
having it on the local filesystem, but then again I've done zero to none
research on that.
