This means there was no such entity as the "United States" (upper-case "U" and upper-case "S"); there's only the States which were united under an order known as federalism: a system of government in which several states form a union but remain independent in internal affairs. So, if the States -- united by the Constitution forming basically a virtual general government -- were forbidden to issue "bills of credit" (paper currency) AND no "Thing but gold and silver Coin" could be used to pay debts: how can a virtual general government (one comprised of such States dully restrained by Article I, Section 10) independently issue paper money (or any money that's not redeemable in gold or silver coin)? Especially how could such virtual general government issue paper money when Amendment 10 specifically states: "The powers not delegated to the United States (meaning the virtual general government) by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." Thus if the virtual general government (what's now called the "central" or "federal" government) wasn't specifically given the power to issue paper money (whether redeemable or not), then for it to do so in the absence of a Constitutional amendment is illegal under the original intent of the Constitution. And no where in the Constitution IS the federal government given the power to issue paper money (whether redeemable in gold or silver or not). Therefore, the federal government, through its Congress, certainly did NOT have the AUTHORITY to delegate issue-authority of paper money to a THIRD party. But that's exactly what happened in 1913 when a third party, comprised of elite private bankers, lobbied to have a bill (the Glass-Owen Act) secretly drafted and passed to establish a banking cartel now known as the "Federal Reserve System." Slowly, over time this "creation of Congress" has been issuing unconstitutional money because the money it issues is paper and not even redeemable in gold or silver, domestically or internationally, any longer. Thus, as we stated at the top: the very dollar bills in your wallet are now illegal, meaning unconstitutional since the U.S. Constitution is the highest law in the land.
