Deeper underwater The percentage of homeowners who are at least 90 days behind on their payments or in some stage of foreclosure in the Fresno area has climbed steadily since early 2009. In November, about 12.29% of all borrowers were delinquent, according to First America CoreLogic. <http://www.facorelogic.com/> That is up from 8.74% in February. It remains to be seen how many of those houses wind up being sold by banks. Lenders are being pressured to work with borrowers to modify loans and the banks appear to be releasing the properties at a measured pace. Many observers expect a large wave of foreclosures to drench the market, but so far they haven't. Some experts think the expected wave to be much smaller. "We simply don't have either the political will, or the financial capacity to foreclose on everyone who is currently delinquent, not to mention the millions more who will become delinquent if the housing market is crushed with a wave of new inventory," contends Sean O'Toole of ForeclosureRadar.com <http://www.foreclosureradar.com/> in his most recent blog. "Our financial institutions are still struggling to get their footing, the FDIC is in no position to bail them out, and taxpayers have had more than enough of bank bailouts." O'Toole thinks the banks will continue to trickle them out, at least for the short term. "Some may argue this won't work. . . Perhaps, but governments should also not be able to run deficits forever - yet for now at least, they do," he said.
