so system notification dimming/time out is different than unlocked phone 
user-inactivity time out.
I assume you mean user-inactivity time out

the way it _should_ work today is that after 15 seconds it dims, after an 
additional 45 seconds it blanks.
so i'd agree this is a bug, but we have a document [1] we've been capturing a 
variety of issues in with the design team - they've indicated they want to add 
a system setting for an additional timer for actual screen blanking time. So 
this will change. I'd like to defer this bug until we get a clear way forward 
with the design team. We can use this bug to track.

Bug description:
  When set to two mins or more, the screen dims for 10 secs then goes
  off.

  (I also thought the intended time on dim was 15 secs or more not 10,
  its a bit too quick to react to)
