so system notification dimming/time out is different than unlocked phone user-inactivity time out. I assume you mean user-inactivity time out
the way it _should_ work today is that after 15 seconds it dims, after an additional 45 seconds it blanks. so i'd agree this is a bug, but we have a document [1] we've been capturing a variety of issues in with the design team - they've indicated they want to add a system setting for an additional timer for actual screen blanking time. So this will change. I'd like to defer this bug until we get a clear way forward with the design team. We can use this bug to track.
