First report of this problem to errors.ubuntu.com is on August 9, which strangely does not align with any uploads (or publications) of apt. 1.0.9.10ubuntu1 was published to wily release in May; 1.0.9.10ubuntu6 was published to wily-proposed on August 1, and published to wily release on August 16.
