Support all indicator actions

Bug description:
On the indicator root menu item there can be some additional actions
that currently Unity8 doesn't support. The most pressing need is for
"submenu-action" which is the state of whether the menu is shown
(needed to hide notifications). The others like secondary action and
scroll action will be needed for mouse support.
