Title:
  [surfaceflinger] Cannot launch apps anymore

Status in unity8 package in Ubuntu:
  Invalid

Bug description:
  1. restart your phone.
  2. go to apps
  3. open calculator app, once it opens swipe from left to right to go to dash
  4. tap on the calculator icon (not running thumbnail) in the dash
  5. if the calculator app comes up swipe back to dash again.

Repeat 4 and 5 a number of times such that tapping on the calculator
icon no longer brings it to the front. When this state happens try to
open any other apps from the apps scope they won't open as well.
