Apparently the MTA dependency in Ubuntu's cron has been demoted from Recommends (as it is in Debian), to a Suggests, so this bug should be re-assigned to Ubuntu's installation documentation.

By default it will be configured to only handle e-mail local to the system itself and e-mails addressed to the system administrator (root account) will be delivered to the regular user account created during the installation. Still, mutt and exim4 appear not to be installed, although I did not exclude or remove any packages.
