Hi. I got the same problem when I tried to use the Wayland session. When I switched to Xorg - the problem has gone. Besides, it's not a fresh install of Ubuntu. I firstly installed one of the previous editions of Kubuntu (KDE-based distro version), then upgraded to Kubuntu 22.04, and finally sometime later installed Gnome desktop and removed the KDE environment.

The only way to reach a visible network seems to be by one of the workarounds: use the "Connect to Hidden Network" option, or directly edit the network config files.
