I'm hesitantly saying this could just be due to the translations not yet being ported over by the translation teams? That seems like too easy an answer, but when I ported the code over from system-settings, I did test that translations in the wizard happened (if they existed). And the fact that unity8 appears translated after the wizard is a good sign, because the wizard is part of unity8 now. So if unity8 is seeing changed strings, the wizard would too...
