[Wizard] Language remains in English through the wizard

Bug description:
Test case.
- Flash the phone with vivid-proposed 56 (mako).
- Select Spanish as language.
Expected result.
- Wizard switches to Spanish.
Actual result.
- Wizard remains in English. But when it is finished, Unity8 appears
correctly in Spanish.
