The Touch doesn't power off. It just goes into a standby mode. If you want to remove the hard drive, you should use the menu item to disconnect it _before_ turning off the Touch. You shouldn't just disconnect it.
You must turn off the Touch yourself - it won't turn off by itself. It will only go into the 'When stopped' screensaver. You need to go out to the Home menu and press the power button in the upper left corner.
