It probably has nothing to do with the conversion rate.

Compare prices (of non-food goods) in a small country to a larger
country, in a small town compared to a large city. The larger the
market, the more  competition between sellers, availability of market
information and alternate suppliers, etc. Internet sites have changed
the landscape a bit, but not so much as to change the longstanding
differences between relatively larger markets versus relatively smaller
ones.
