That is a pretty broad question.
I believe re-buffering is caused by a lack of data in the player's
buffer.  There are several possible causes.  For wi-fi connected
devices, if there is interference or weak wi-fi signal, this can cause
the player's buffer to "run out" of data faster than the network can
supply it.  Similarly, if the server is not able to provide data to the
player fast enough, the buffer can run out of data.  This could be
caused by the server being overwhelmed by some type of processing - for
example, if the server is performing other tasks, or if it needs to
transcode the data stream from one format to another and simply doesn't
have the processing power to keep up.
