Take a close look at the specs of the "low power silent PC" and the requirements of Inguz DRC (http://inguzaudio.com/installation/). Inguz demands a lot more processing power than you'll usually find in that kind of pc. The system requirements indicate a 2GHz CPU is the minimum and other posts suggest that is really the _bare_ minimum.
If you are going to store the library in another room (on a NAS), why not put the server in that other room as well? Then you wouldn't have to go with a fanless server, and you could get something that could run Inguz more comfortably and cost less. Wherever you locate things, aim to have at least the server connected to the network via ethernet (ie, wired). If you can wire the Touch as well, all the better. As for storing the music library on the NAS, I think the only performance hit you would run into is slower library scan times because it goes over the network instead of being handled locally on the server.
