Bus powered means it gets power over the USB bus. Self powered means the device (disk drive in this case) means it has its own power source other than the USB bus.
With the Touch there is an intermediate approach which is to use a powered hub. The drive can still be bus powered, but the Touch isn't supplying the power either, it comes from the hub.
