I think that you might be over assuming or reading to much into it. Yes
a hub can sometimes help when a USB powered drive draws more then the
USB Spec on power up or during operation.

The Touch USB port is spec'd to the Certified USB Standard or higher.
The Spec calls for 500 mA of current. IIRC from a post in the Beta
Forum, the Touch actually provides a little above the spec.

The real issue is ALL the available USB drives that are NOT Certified
to the USB Standard. These are going to be hit or miss. My advice, buy
only a Certified USB Standard USB powered USB Drive or one that
somebody on here has tested and has worked for months.

Toshiba has been very good for me. There small USB powered USB Drives
that are about the size of 2 iPhones have worked flawlessly for me.
