Your Touch is not a wireless network. That's why you don't see it in the list of networks along with your neighbors' networks. Do you have a home network with a wireless router? You need to connect both the Touch and the SB3 to your home router, either wirelessly or via wired ethernet. The Touch and SB3 can't connect directly to each other.
