If you have a wire going from the Touch to something else other than a router (such as a laptop, desktop, another SB etc, pretty much anything that does NOT have a DHCP server) and you use the advanced->networking window to connect to ethernet, it will try and connect to a DHCP server, not find one, give up and let you type in the number yourself.
Once you have the static IP setup you can then connect back to your normal network.
