The TOSLINK receiver modules don't have very high bandwidth which can make them problematical for higher rates. The limitation is probably of the form: it may not work if you use long cheap optical cables with poorly polished connectors".
In your situation it could just be that the transmitter in one device has either a slightly brighter LED or maybe slightly faster edge rates etc which causes the signal to come through all right with one and not the other. So I think the the limitation to 48 is probably its guaranteed to work at 48, but it may or may not work above that.
