Windows has several attributes per file. One of them is "hidden", which means that Windows Explorer and other programs won't show these files to you by default. This is done so that ancillary or special files aren't cluttering up your navigation experience, and so that you don't generally muck with them. Windows Media Player downloads artwork, and marks this artwork as hidden. The command above just removes the hidden attribute, making the files visible so the scanner doesn't ignore them.
