Thats not normal, that sounds like what happens to some DACs when the internal buffer underflows and it "laps itself" in the internal buffer. I know exactly what you are hearing, I've heard it myself with DACs I've built myself when things weren't quite working right.
Do you know anything about the USB input? Is it asynchronous? What sample rates does it support? What USB chip does it use?
