I think I managed to specify the problem. As it was always the same number of new (but in fact unchanged) files I checked if there is a filetype with exactly that number of files on the drive.
Voila: there are exactly 903 m3u playlist files present, the number of files which is always rescanned with every reboot. These playlist files are not playoists created with the touch and are not inside the 'playlists' folder but created with mp3tag. Those files are of course inside their respective album folders. After deleting all m3u files no new files are falsely being found upon next restart of TinySC.
