The SB system uses a UDP broadcast message to try and find each other, the so called "discovery protocol". Every time the server starts up it tries to find all players on the LAN and every time a player starts it tries to find all servers on the LAN. So a IP address or name change will normally not matter to the system, the server and players will find each other.
As to why the Touch still shows the old address, I'm not sure.
