OK, I was trying not to over complicate things and so my statement is
misleading. Pretty much everything can use names (DNS, WINS NetBios
etc)

In the url you posted http://frank:9000, "frank" would be resolved as
the actual ip address of the server named. In order for network
communication to take place. If the relationship between the name and
the IP address is cached incorrectly, the url will fail.

When you type a name into a URL in a browser, the 1st thing that will
happen is a local lookup of the name to find the IP address. In a
windows home network this is all taken care of by the OS. If the name
and IP address is known, the browser will forward the request to the IP
address that matched the name. If the name is unknown, the request to
resolve will be sent to the DNS server (in most home cases the DNS
server will be provided by the ISP and used to resolve internet
addresses).

As the issue here appears to be a mismatch in displayed IP vs the
machine name, I wondered if the issue resolved itself once the cache
expired?
