If by "can it drive" you mean, is there sound coming from these cans?, then the answer is yes, there is sound. But it's far from being as satisfying as that of the AKG 701s driven by my Little Dot headphone amp. Totally lacking in bass, body, and dynamics. I don't think you would be happy with a Touch driving these cans sans headphone amp.
