Option 1(Easiest): Get a router and connect them both to it, the router
does not have to have an internet connection.
Option 2: Install a DHCP server on the Raspberry Pi and connect a
network cable between the Touch and Pi, possibly you might need a
Ethernet crossover cable but I suspect it might also work with a normal
cable.
Option 3: Configure both to use a static IP and connect a network cable
between the Touch and Pi, possibly you might need a Ethernet crossover

Personally, I would selection option 1 if I wasn't familiar with Linux
and just get a cheap router and save me some struggle.
