You may need a "cross over" cable. Most newer devices that use Gigabit ethernet will autosense and switch but an older device like the Touch with it's 100Mbs ethernet will not. Do any lights come on anywhere on the TP-Link when the ethernet is plugged in either from the Touch or the laptop? If the latter works but not the former then this is prob the problem.
