I Use PowerLine Ethernet with the Touch since years without any issues. With reference to the Touch there is no difference between normal Ethernet and PowerLine Ethernet.
You have just to ensure the PowerLine Ethernet is working. Because the Touch can not find a LAN connection he tries (as you described) the WAN connect. I assume your problem is the related to the PowerLine adapter setup (paring, cabling, ...) and not to the Touch.
