In case this helps anyone, I *seem* to have it working. I did two main things--one with the server and one with Orange Squeeze--so I'm not sure which worked.
1) I did a clean installation of the server. I had uninstalled and reinstalled before, but now I deleted the preferences as well (the uninstaller gives you that option), and then manually deleted the c:\program files (x86)\squeezebox folder. I reinstalled LMS 7.8 via right click--->run as administrator. 2) I realized that I was using Orange Squeeze on an Android tablet to control the SB Touch, but not the SB Radio (which wasn't skipping). So, thinking the app may be the source of the issue, I cleared the data in Orange Squeeze.
