True, it doesn't affect normal use, it's just annoying. I purchased two
Touch units in 2012, one arrived deffective and it was prohibitively
expensive to return it. In fact it would've been better to purchase
another Touch, which I was going to do but they discontinued it. Since
the thing actually works fine I hadn't really thought about fixing it
until today.

Because garym had the same issue a few years previously, I'd conclude it
was likely a bad production batch from around 2010.

As for turning the line into a VERTICAL razor line, d6jg, that'd be sort
of a solution... Not! :-D

Still, what I really need to know is how to fix it - if it can be fixed
after all - so that a local electronics shop may work on it safely,
without fear of wrecking an irreplaceable Touch.
