To stream WAV/PCM, that's correct. With Monkey's Audio, which gets transcoded to FLAC by default, disable the line with a stream format of FLAC.
With Mp3 (if you really want to stream it as WAV) I believe you need to create a custom-convert.conf file (in the server installation directory that contains the convert.conf file) and create a new rule in that file that uses Lame to decode to PCM.
