But even then it migth not actually stop the light ?

In the toslink/spdiff standard there is some kind of idle signal IE
light and carrier wave is still on , correctly designed equipment detect
this as no sound , but some DAC's and recievers simplistically uses the
light itself as an indicator for "on" .

On SB3 or Transporter this option also serve the purpose to defat
another common design flaw in DAC's , by keeping the signal "on" the DAc
does not loose lock off the incoming data , that in itself is not a
problem , but some DAC's have design flaws where they emit static or
short burst of noise when this happens .
