It was not an afterthought - the expectation was there from the beginning based on the fact at the time LMS was running on devices such as Linksys NSLU2 (266MHz, 32Mb ram). However, development took longer than expected, as all parts of system didn't perform as well as expected/hoped - the SoC, Linux, UI and there was a lot of time spent on making performance acceptable. The price point determined the specs of the h/w. In the end, Radio was released before Touch becauase Touch was maybe at least 6 months late.
