Limit to length:
Size limit of messages... Needs to support continued lists in the
strange case the list if too long.
Duplicates:
Absolutely not. Else it allows lists to contain thousands of duplicate
entries. List should be just the list of things that have changed.
This allows naive clients to not have to filter the list.
