Correct me if I'm wrong, but last time I tried to use tpserver-py it was
essentially a toy:
 - It had a strange command line tool to start games which needed to be
handled with great care
 - To generate a turn I had to run a program manually.

Once it gets to a point that demoN can be the main server it's a
different case.

If the above two problems are resolved I'd say it's usuable.  Rulesets
are a different matter.

For now, hard coding is fine.

This needs to be done after there is a protocol to create games - a
lobby idea or something really.
