Poking this again now.... I think with TP04 we have a design which can be built on more incrementally (IE We just add stuff to the XML as needed). This is specially true for stuff which is just adding (or extending) new Frame types. This means when Research is actually figured out, a whole new version of the protocol is not needed. Hence, I don't think we care until someone actually uses it.
