In an attempt to decrease the number of duplicate tickets, I think we
should update the Trac error message which appears when an uncatched
exception is thrown, which invites the web user to report a ticket
against Trac.

As Trac is now widely spread over the Internet, users that bump into
such an error page and  kindly report the issue are sometimes not used
to report bugs, and do not think to check the ticket DB for existing
tickets.

I think we should update this error message or the number of duplicate
tickets will continue to grow.

There are several options:
  1. update the message to ask the user to check for a duplicate. This
implies that the user knows what to search on t.e.o., a task that may
not be obvious for non-Python developers.
 2. ask the user to report the error to the web site administrator,
and let the administrator to report the bug on t.e.o.
 3. use the "subversion" way: ask the user to report the issue first
on the mailing list, and get a confirmation from a developer before
submitting the actual ticket on t.e.o.
 4. ...

My preference goes to 2/. Feel free to comment.
