It's the #4718 issue, which I thought was the same as the #4087 issue. Either the spamfilter on t.e.o is not updated with the fix for #4087 (though the binary uploading seems to work), or my fix is not working in all cases... which wouldn't be that surprising as I was never able to reproduce the issue myself with PostgreSQL on Windows.
