I've also experienced this error on attaching message.po file to ticket #5471 <http://trac.edgewall.org/ticket/5471> a few days ago. However, I attached gzip'ed message.po.gz successfully instead of message.po (utf-8 text). It might be reproduceable by attaching that file on t.e.o.
