One of the things cmlenz and I talked about doing before 0.11 comes out
is moving the ctxtnav bar into the main layout template and have it
managed by Trac. The proposed API would be similar to adding CSS or JS:
from chrome import add_ctxtnav; add_ctxtnav(req, tag.a('Link',
href=req.href.link())). The warnings API should also probably be changed
to look like that too.
