I know it's somewhat pointless to discuss about colors and taste, but 
why would "anything be better than blue" (especially orange, or the very 
flashy yellow that is used now?)... For example, Ohloh does use a gray 
background with a blue border for its notices/warnings, which make them 
look quite similar to Trac's (see attached screenshot). We could use the 
same, or _if it should really be yellow_ something less flashy, like #ffa.

Also, the layout.html change is not i18n friendly. Perhaps it would be 
better to have two distinct divs instead of using a loop on ('warnings', 
'notices') and doing smart things on them.
