I have not check out the proposed yellow color, but it seems quite
common to use a warn palette (from yellow to red) for warning to fatal
issues, and a cold palette otherwise.
Warm colors are often used to signal the user he should care about
that signal - traffic lights or car lights are good examples.

For notice and info message, blue and green are fine.
I have not used Ohloh for a while, but in the snapshot you've
attached, the message looks more as an informational message
("something has been done") than a warning message, hence the blue.

Now about the flashy thing: we can pick up a color (hue) then use the
proper saturation so that it does not appear too "flashy" - it's a
different story.
