However, for this particular feature, I think it would have made more sense to write a patch against Trac, instead of writing a request filter + stream filter, as (to me at least) this issue looks more like a defect of the report subsystem rather than an optional feature: if you don't set the PRIORITY dynamic var, Trac reports an error page with no way to specify that value, which is not terribly useful.
