What Noah said is correct: the BSD license is plain and simple and puts no restrictions on you if you want to reuse part or all of some code for commercial purposes. You're free to do what you like and charge what you like as long as you credit the author(s) and do everything at your own profit and risk. However, note that not all plugins at trac-hacks.org and elsewhere are licensed as BSD. The extensive freedom of the license also allows people to re-license their own custom code building on Trac work using another license - which may not be as permissive. Personally I shy away from reading/reusing ANY code licensed as (L)GPL due to its uncertain infectionous nature - and recommend the same for you to avoid future surprises in your commercial venture... As for the purely commercial aspect of your question, it is still an open question if the community would be willing to pay for plugins. It is totally unchartered territory for us AFAIK.
