I'm not sure to understand all the implications of such a change, but
it seems to be a nice trend.

I maintain a dozens of Trac projects that all share the same look,
only the basic colors change from one project to another (so the look
is consistent across all projects, while each project uses a different
color set so there can be no confusion, especially when filing in a
new ticket ;-)).

It would be nice to define the color set easily: the current CSS files
requires to tweak the same colors in various locations, which is both
error-prone and time-consuming when a new project is to be forked.
