I fully agree we should move to explicit `smtp_always_cc` and
`smtp_always_bcc` config option.
I've introduced the infamous `allow_public_cc` to avoid breaking the
compatibility with the existing configuration, but I eventually find this
choice a very bad idea.
If Trac developers are ok with removing this option and using explicit
cc/bcc options, I can work on this change.
