 Imagine the stabilization weeks after a code freeze. Every check-in needs
 a ticket and every ticket needs (depending on time, impact, etc.) one or
 mode votes from lead developers. So now think what my guys would say if
 they have to ask an admin 8 times a day to cc some lead developers on any
 issue.

 Well, you could allow all developers to access that list, too. I was just
 suggesting that this list could still be editable, but normal users must
 not get access to it. BTW, the subscribers list should be hidden, by
 default, and require some action to become visible.
