#3337: Ticket description should have a title

The ticket description shown in the Ticket box should have a Title,
similar to the titles for the change, in the ''Change History'' below:
- this would make the display of the ''Reply'' to description button
consistent with the one of the ''Reply'' to comment
(whether or not it ends up being above or below the line, at least
there __is__ a line, now!)
- this makes it possible to easily indicate whether the description
is the original one (the title is simply '''Description'''), or
has been changed (the title becomes '''Description (Last Modified by
xxy)''')
