Old description:

New description:
The ticket description shown in the main Ticket panel should be
preceded by a ''Descrption'' title,
similar to the one that individual changes have, in the ''Change
History'':
- the button for ''Reply''ing to the description could then
have a layout consistent with the other ''Reply'' buttons
(whether or not this ends up being above or below the line)
- this makes it possible to easily indicate if the description
has been modified since the ticket's creation.
In this case, the title would simply be
'''Description (Last modified by xxy)''' instead of simply
'''Description'''.
